Would you vote for the creation of an Independent Ethics Commission to provide oversight of the executive and legislative branches of government in New Mexico? Yes. I have introduced several pieces of legislation directly related to this area to provide full transparency.

What measures would you take to make New Mexico state government transparent, accessible and accountable to the public? I have introduced legislation to create an Office of Inspector General independent of all state government with full and unfettered access to all agencies in state government and the legislature.

Would you give permission to the Legislative Council Service to make publicly available the final amounts you personally allocate to various capital outlay projects? Yes. I have already done that for several organizations, including your publication.

If you think reform of the capital outlay system is needed, how would you reform it? If you don't think reform is needed, give us your reasons. Full transparency reform, and reversion of funding if a project is not fully funded within 5 years.

Does New Mexico need to invest more in early childhood development? If you think it does, in your opinion what is the best way to invest? If you don't think New Mexico needs to invest more, tell us why. Yes. We have a need of approximately $275M annually to fully fund early education. I have been the sponsor of the constitutional amendment to fund about half of that need, and a have also proposed other options to meet the remaining need.

What measures would you take to improve the state's long-term economy? Fully fund early education to build a world class workforce, make funding available to our students in our research institutions that create new technologies and intellectual properties, and make New Mexico the broadband capital of the world.

Would you support the legalization of cannabis for adult recreational use in New Mexico? Why or why not? Yes. The benefits far out way the problems created when this is achieved.
