Would you vote for the creation of an Independent Ethics Commission to provide oversight of the executive and legislative branches of government in New Mexico? Yes, I support the creation of an Independent Ethics Commission. Increasing transparency provides more information to citizens and increases their confidence in government. However, we must ensure that such a commission is structured so it can’t be clogged with frivolous complaints or be used as a tool for political gain.
What measures would you take to make New Mexico state government transparent, accessible and accountable to the public? We should continue the committee scheduling and IT improvements initiated under the leadership of the House Republican Majority. We should archive webcasts of all floor sessions and committee meetings and make the recordings available to the public. The Legislature should archive and post all proposed legislation, including failed floor amendments.
Would you give permission to the Legislative Council Service to make publicly available the final amounts you personally allocate to various capital outlay projects? Yes. The public has a right to know how its tax dollars are being spent.
If you think reform of the capital outlay system is needed, how would you reform it? If you don't think reform is needed, give us your reasons. Elected representatives have a duty to ensure the public’s money is used effectively and responsibly. We should invest in projects that have a multiplier effect. Our current system can be improved to better evaluate and prioritize projects. However, we must protect rural communities’ ability to access these capital funds.
Does New Mexico need to invest more in early childhood development? If you think it does, in your opinion what is the best way to invest? If you don't think New Mexico needs to invest more, tell us why. We should always examine ways to invest more in the education and development of our children. But we also need to work more effectively and collaboratively. There are too many existing silos. We must identify the specific programs that merit additional investment and have a plan for evaluating their effectiveness.
What measures would you take to improve the state's long-term economy? We should support small business growth by reducing their regulatory burden. We can attract new businesses and workers to our state by ensuring the safety of our communities, providing a high quality education in our schools, simplifying our tax policies, and making our regulatory environment as transparent as possible.
Would you support the legalization of cannabis for adult recreational use in New Mexico? Why or why not? Not at this point. Other states that have legalized cannabis for adult recreational use are finding that the process is not as simple as initially thought. I support allowing marijuana being prescribed for medical use.
